After graduation from the Faculty of Social Sciences of the HKU in 1975, Mr. Tso joined the Hong Kong Government as an Administrative Officer. Mr. Tso also got a Master Degree in Urban Studies from the HKU in 1984, as well as diplomas from the Oxford University, the Tsinghua University and the Harvard Business School for attending dedicated executive programmes.
Throughout his 37 years of civil service career, Mr. Tso served in different positions including the Assistant Director of Community Relations of the ICAC in 1985; Deputy Director of Regional Services in 1990; and Deputy Secretary for the Civil Service in 1994.
In 1995, he was sent by the Government to Singapore to set up the first Economic and Trade Office representing Hong Kong in the ASEAN Region. Upon his return to Hong Kong in 1998, he became the Deputy Head of the Central Policy Unit. In 2001, he was transferred to the Planning and Lands Bureau as Deputy Secretary responsible for town planning and land administration. In 2005, Mr. Tso was assigned a special mission to set up the organizational structure for the 2008 Olympic Equestrian Events held in Hong Kong.
In April 2006, Mr. Tso was appointed as the Director of the HKSARG Beijing Office. He held the position until his retirement in July 2012. During his term in Beijing, Mr. Tso promoted the liaison between Hong Kong and the Mainland in terms of the social, economic and government-to-government relations. In December 2012, Mr. Tso was awarded the Silver Bauhinia Star in recognition of his contribution to the civil service.
